KSeF issues the invoice normally. You then deliver it via PDF, e-mail or paper. The document includes a QR code so the foreign client can verify it.
Foreign customers without a Polish NIP cannot access KSeF. You must provide the invoice through the agreed method (PDF, e-mail, etc.).
